<p>Sweet says the Washington State Patrol closed a portion of Highway 20 and Memorial Highway yesterday as a safety precaution as the aircraft flew from Bay View to Oak Harbor.</p>
<p>The project was organized by the PBY Memorial Foundation and the commanding officer of NAS Whidbey Island.</p>
<p>Sweet says once the refurbishment of the Catalina is finished, an official dedication of the static aircraft display will take place around the middle of next month at the Seaplane Base.</p>

			<content:encoded><![CDATA[<p>(ALGER)- On a tough night for a former Dirt Cup champion, a past champion won his second-ever 40-lap Race of Champions last night at the 39th annual Jim Raper Memorial Dirt Cup at Skagit Speedway.</p>
<p>Shane Stewart started on the pole with former champion Jonathan Allard on the outhside of the front row.</p>
<p>Allard took the lead on lap one and led the first 23 laps until he spun out in turn one after tangling with lapped traffic.</p>
<p>Stewart wound up taking the lead and eventually the win&#8230;</p>
